COMMENTS FOR DEATH NOTE
It's rare enough for an anime NOT to pander to otaku with sexual fetishes disguised as female characters. Death Note and Terror in Tokyo have roughly FOUR noteworthy female characters between them, much less fanservice! I could recommend the two based solely on that aspect... even though Terror is undermined by its two plot device female characters. But there are NUMEROUS far more concrete similarities, ranging from the tone / direction (subdued real-world grit) to the characters and plot that made me automatically link them in my head.
DN and Terror are mind-game series where geniuses go head-to-head with one another. A police investigation is started in the wake of vigilante acts of terrorism / murder, with a task force formed, and an extremely intelligent detective appears to duel with with his new nemesis / nemeses in the public domain. From there it becomes a game of cat & mouse, with the respective leads leaving clues for the police whilst also covering their tracks perfectly.
Also, it in both series genius children are 'cultivated' at orphanages and - I assume - are ranked according to their intelligence. In Terror the leads even refer to themselves and other children from their orphanage by their numbers, rather than names. In DN each genius child had a false name starting with a different letter from the alphabet, rather than numbers to distinguish themselves. But, regardless, Terror follows DN in terms of the mind games involving more than just the initial characters.
In addition, Near in DN and Five in Terror are introduced as the two series progress; both backed by the FBI. AND THAT HAIR! Fans will argue that both characters' introduction coincides with a nosedive in quality in terms of the series themselves, but Five having little to no motivation, or depth, seems to bother people more than Near.
Taking place in a modern setting, Death Note and Zankyou no Terror explores human nature to a psychological degree. The main characters play mind games with their opponents and are highly intelligent with a strange sense of humor.
The main male characters play both the role of a protagonist and anti-hero as their opponent is also highly skillful at analysis with high intellect. Throughout both series, the mind games play around with fear, anxiety, and other emotions. It becomes a sort of cat-and-mouse game as the series progresses with more clues given about their characters.
Both series have noticeable soundtrack with suspense and thrilling energy. Death Note has supernatural concepts though. However, I still recommend both series to anyone interested in psychological thrillers of mind games and twists.

COMMENTS FOR EDEN OF THE EAST
Do you like attractive and charismatic young adults getting wrapped up in terrorist plots, then look no further than Higashi no Eden or Zankyou no Terror. Both of the main female characters inexplicably find themselves helping out terrorists, but why exactly have these young men decided to lead such a dangerous life to begin with? Only time will tell.
People with special talents compete with one another and lead Japan into disarray in their attempt to rescue it. Both are short and set in an modern, urban area. Both have a female lead that is completely useless and doesn't have anything to do with the plot whatsoever. Eden of the East is more wacky where Terror in Tokyo takes it self very serious.

COMMENTS FOR B: THE BEGINNING
These shows are so similar that it borders on plagiarism. Both have teen protagonist(s) who commit crimes for an unknown purpose and have a mysterious backstory tied to a shadowy organization. Both have a secondary protagonist who is a brilliant detective who had, prior to the events of the story, been working in "archives" for a number of years due to crossing a line when investigating a previous case. Beyond the physical similarities, though, if you like the mystery and psychological thriller aspects in one of these shows, you'll enjoy the other. Both have an interesting story with lots of unexpected twists and turns, and both pose interesting philosophical and psychological questions to the viewer.

COMMENTS FOR PSYCHO-PASS
Taking on a detective-like story, Psycho Pass and Zankyou no Terror (Terror in Tokyo) explores the concept of crime and terrorism. The main protagonists from both series often gets into conflicts that puts their mortal lives in danger. The antagonists from both series also treats certain situations as games where losing will have disastrous consequences. Building on a story with thriller antics, I recommend both series to anyone interested in crime fiction.

COMMENTS FOR CODE GEASS: LELOUCH OF THE REBELLION
Main things that make these two animes similar are the protagonists being genius like anti-heros, with a major theme being terrorism. Also, both animes have another strong character with differing values with the main character, hence fighting against the them. I think there are a lot of hidden metaphors in both animes, and they both explore deeper notions and emotions as the story progresses. There is a lot of action, strategic planning, girl characters that don't do much, long legged skinny guys as the mains...but they're still pretty cool...
Zankyou no Terror is not finished at the time of making this recommendation, but I am up to date. This is my opinion on similarities at the current time (August 2014).
COMMENTS FOR MONSTER
Zankyou no Terror and Monster have a few pretty significant similarities in terms of plot and themes.
For example:
-Both involve children being used in government experiments.
-Both have young genius characters who commit crimes for reasons not fully explained until you get closer to the conclusion of the series.
-Similarly to Tenma's hunt for Johan in Monster, Shibazaki taking a personal interest in bringing 9 and 12 to justice is one of the main driving forces behind Zankyou no Terror's plot.
-While these are more central aspects of Monster, Zankyou no Terror also has elements of mystery and suspense.
While Monster has a cast of characters that are more morally complex and developed (and is essentially a deeper, more disturbing and better series in my eyes), those who liked the suspense/mystery and investigation aspect of Zankyou no Terror may enjoy Monster.
COMMENTS FOR KIZNAIVER
when I watched this I automatically thought of Zankyou no terror. The Same base in kids being part of an experiment and it going wrong, both have characters that are loveable , Kiznaiver is prettier than Zankyou no Terror, and Zankyou no terror has a rather "fuck you" ending. If you liked Kiznaiver I really do recommend this.

COMMENTS FOR STEINS;GATE
Both ZnT and S;G shares the same fashion of thriller-inducing stories and mysteries. Both stories goes on like nothing is going to happen except for what is already happening (protagonists carrying out terrorism in ZnT/conducting time machine experiments in S;G) while leaving several hints and mysteries for the audience to figure out throughout the story. At some point, both stories has its own plot twist but still shares the same fashion: a conspiracy being responsible for the existence of the plot twist and mysteries that were left unanswered to this point.
Personally I'd recommend this if you enjoy some thriller with storyline that leaves you some mysteries to be thought about.

Both shows masterfully utilize flashbacks and dramatic plot devices to take the viewer on a fast-paced, philosophical and emotional journey that is sure to cause both pleasure and introspection.

COMMENTS FOR THE PERFECT INSIDER
Both animes are made from Noitamina, and they both have a mysterious, realistic feel. They both don't feel like an anime, but rather, a dramatic reality.
As well as this, the realistic art are common in both animes; rather than the characters having bright coloured hair and over-exaggerated eyes, they have 'Japanese' coloured hair (black, brown) and the eyes are not the most important detail.
Both are also very psychological, they both hold characters with an intellectual mind.
Also, the characters look awfully similar! Saikawa does remind me of Nine, and Nishinosono reminds me of Lisa.
Ah, and Nishinosono Moe and Lisa Mishima hold the same voice actors!

COMMENTS FOR INUYASHIKI: LAST HERO
Both series are mature in tone and tackle morality, terrorism, and what it means to be human. They are set in modern Japan and feature more realistic styles of animation, but they also have a slight sci-fi element: in Inuyashiki, humans gain robotic abilities through an unexplained alien encounter, and in Zankyou no Terror, children are experimented on to make them genius savants. Both series have some very dramatic and emotional moments, too!

COMMENTS FOR TOKYO GHOUL
BOTH:
-From a perspective that is considered a threat to society. (Terrorists, Ghouls)
-Involve a team of investigators tracking down our main protagonists.
-Are set in the city of Tokyo.
-Have similar art styles.
-Have similar tones/moods.
-Have similar music.
-Have characters which seem threatening on the outside, but have relatively good intentions.
One huge thing that I love about both of these animes and believe is the main similarity between both, is that they are from perspectives that you would not expect. The stories are told from point-of-views that clash with human society, yet you find justice in both sides. With 'Tokyo Ghoul' you see things from the ghouls' point-of-view. Ghouls eat humans, yet I find myself routing for them, as well, and then my feelings contradict. In 'Terror in Resonance' you see things from the terrorists' point-of-view, who are considered dangerous to the public, but I end up becoming more interested in the terrorists' story. Both question views of society. I like that they stray from the norm and make the audience think about what justice is and what it is not.
Both are set in the city of Tokyo which I personally like. I love the night scenes in both of them; it has a huge impact on the mood. They share clear-cut visuals when it comes to animation, lighting, and colors. I think anyone who has seen one or the other should make sure they've seen both. ;)

COMMENTS FOR FROM THE NEW WORLD
Both Shinsekai Yori (SY) and Zankyou no Terror (ZnT)'s plot include children rising against some wrongs imposed onto them by elders and the structure of their society. Where SSY is historical and supernatural, ZnT is modern and realistic; both present mystery and thriller as its genre. I strongly recommend these masterpieces, a viewer will surely uncover this parallel between the two and then feel ecstatic!

Both series have war and a lot of relationships to outside conflict and each side having to defend and attack. Both involving a lot of terrorism and solving crimes. Highly similar protagonists, very calm and very determined to help one another to find solutions to problems.

COMMENTS FOR DURARARA!!
If you like anime set in cities and smart characters who like toying with people, Durarara / Zankyou no Terror is the way to look. Both also have that fun and seemingly playful character who has had darker times, and even a shy girl if that's what you're looking for.
Aside from the sense of mystery, the art style is admittedly similar at points- You have that 'online' element though with Durarara it is with chat rooms, as well as beautiful night scenes with buildings and cars motorbikes. There is also rivalry for its fans, and potential ships as a bonus.
